This Prospectus, prepared by the self-regulation team on behalf of the Single Voice, is both the culmination of a major phase of work and the starting point of the next phase.
The Prospectus has been drawn up in consultation with, and is reflective of a sector that has come of age. It has met and exceeded collective aspirations for the learners that are its heart; it is not prepared to tolerate under-performing provision; it recognises that eligibility for public funding is not a long-service medal but a privilege earned through the gritty business of performance management and the self-discipline of daily accountability.
Sir George writes:
"It shows that the sector is now ready to start on that journey to take ownership of its own future, recognising that autonomy will be hard-won and hard work. During our journey so far the world has changed continuously and it will continue to do so as we move forward. As John Lennon so aptly said, 'Life is what happens ... while you're making other plans...This Prospectus is an invitation to share our vision and proposals, to continue your own journey and to participate in and contribute to the sector's joint endeavour. The Single Voice for Self Regulation (for Further Education) shares the government’s ambition and determination to increase participation and attainment for both young people and adults in further education in the 21st century. We welcome the opportunity to respond to the proposals that will give effect to those shared goals.
We are convinced that a strong further education sector, with autonomous, confident institutions taking responsibility for their own futures, demonstrably responsive to the needs of learners, employers and communities and committed to continuous improvement, is essential for the realisation of the government’s ambitions for the nation.

The Self Regulation Project has been extended until September 2008. Work will continue around the following workstrands:
Workstrand 1: Establishing a self sustaining Single Voice
Workstrand 2: Performance Management in a self regulating FE system
Workstrand 3: Establishing effective relationships with regard to sector-led activities and external agencies/stakeholders
DCSF and DIUS today published a joint consultation document ‘Raising Expectations: Enabling the system to deliver’, mentioning self regulation in 9.3 - 9.6 of the introduction and Chapter 11. The consultation and ministerial press release can be viewed at:

A response to the DIUS / QIA / CEL consultation on ‘Improvement in the further education sector – a consultative prospectus for a new sector-owned organisation’ was submitted by Sir George Sweeney on behalf of the Single Voice. A copy of the response can be viewed in the Knowledge Centre.
‘The Single Voice met and considered papers on the following workstreams: Improvement, Self Assessment, Peer Review and Development and Gatekeeping/Challenge Functions. The minutes of the meeting and associated papers are available from the Knowledge Centre.
‘The Single Voice for Self Regulation (for Further Education) was formally inaugurated on 18 December 2007. Membership of the company comprises nine representative organisations representing the FE sector. Click here for a full list of members and directors.
The Company has been set up to to promote, pursue, foster, support and work towards the establishment of itself as a Single Voice collating the views of its members on regulatory matters. The objects of the company are detailed in the Memorandum and Articles of Association and can be viewed in full from the Knowledge Centre.
Bill Rammell, Minister of State for Lifelong Learning, Further and Higher Education responded to the proposition in a letter which recognises Self Regulation as ‘a fundamental element in shaping the FE system of the future’. A copy of the letter is available from our Knowledge centre.
Sir George Sweeney, SRIG Chair, and John Taylor, SRIG Project Director, introduce a panel session on self regulation at the AoC annual conference on Tuesday 20 November.
The introduction was followed by questions to a panel of six key stakeholders, comprising: Beth Walker, Vice-President (Further Education), National Union of Students Graham Hoyle, Chief Executive, Association of Learning Providers Melanie Hunt, Director for Learning and Skills, OfSTED Rob Wye, National Director, Learning and Skills Council Sue Dutton, Acting Chief Executive, Association of Colleges Susan Pember, Director, of Further Education and Skills Performance Directorate, DIUS
The SRIG is pleased to announce that the phase 2 proposition ‘Realising Self Regulation in the Further Education Sector’ has been forwarded to the Secretary of State for Innovation, Universities and Skills today. We hope that our proposals for self regulation will form a part of the Machinery of Government consultation in the new year.
